Different image formats handle detail quite differently from one another: some compress heavily to save storage space, discarding fine detail each and every time the file is resaved, while others instead preserve every single pixel exactly as it was originally captured. Knowing which format a particular image uses helps considerably in interpreting what its current quality actually indicates about its history.
A blurry, heavily compressed file is not necessarily evidence of any deliberate tampering at all, since it may simply reflect a format built for small file size rather than fidelity, passed through several rounds of sharing that gradually degraded it further along the way to reaching you.
Checking a file's format alongside its overall visual quality avoids the common mistake of reading ordinary compression artefacts as deliberate manipulation, when the far more mundane explanation is simply that the format is doing exactly what it was originally designed to do all along in the first place.
